Jeb Spaulding, chancellor of the Vermont State Colleges System, has said he will submit his resignation Wednesday.
Spaulding's resignation comes after his proposal to close Northern Vermont University in Lyndon and Johnson and Vermont Technical College in Randolph was met with an intense backlash.
He cited the pushback from students, employees and community members when he withdrew the plan five days after announcing it.

In an email sent out Tuesday, Spaulding wrote he would be ending his five-year tenure as chancellor.
"I realize that a fresh perspective and new leadership is necessary to move the VSCS forward in its mission," he said.
The VSC board of trustees will meet to consider next steps on Wednesday at 7 p.m. The board said in a statement Tuesday it is considering appointing VSC general counsel Sophie Zdatny as interim chancellor.
