This year marks the second time in the past five presidential elections when the candidate who won the popular vote nationally did not receive a majority of votes in the Electoral College. Should the system be changed to a national popular vote system?
In 2011 Vermont voted to make this change, but a number of other U.S. states would also need to implement it to alter the system without a constitutional amendment.
