As the crow flies, Plattsburgh and Burlington are less than 20 miles from each other. Both are located on the shores of Lake Champlain and are home to a state university.
But while one awaits the arrival of a new model of military aircraft and has attracted web-based businesses, the other is rebounding from the closure of the Air Force base that brought it many well-paying government jobs.
