Governor Peter Shumlin is defending his administration's goal of having Vermont use 90 percent renewable energy by 2050.
The state energy plan has come under increasing questioning. There's concern, for instance, that it would require a big expansion of mountain-top wind power projects like those generating power and controversy in Sheffield and Lowell.
Shumlin says that any big social change such as responding to climate change makes some people upset.
The governor made the remarks in Moretown, where he went Monday to announce a $700,000 grant to replace a municipal office building severely damaged during Tropical Storm Irene.
Shumlin says Irene is "just a little warning for what lies ahead" with climate change.
