A Public Policy group says benchmarks need to be established for performance by state programs, and that transparency needs to be improved to ensure they're being met.
Bruce Lisman, founder of The Campaign for Vermont, joined two business leaders -- Bill Schubart and Mary Alice McKenzie -- on Tuesday to issue a report saying Vermont needs to do a better job at transparency and accountability.
Among the recommendations: establish clear numerical outcomes for state programs, so that it's apparent when targets aren't met and improvements are needed.
A second calls on lawmakers to include provisions in every bill for how its outcome will be measured. And a third calls for creation of a new state panel to promote transparency in government.
