A new report by the federal government says Vermont’s homeless population is on the rise. The U.S. Department of Housing and Urban Development announced its annual Homelessness Assessment Report to Congress today, including state-by-state information on the issue. North Country Hospital in Newport is facing about $42,000 in fines for what Vermont’s Occupational Safety and Health Administration inspectors say were “serious” problems relating to the storage and handling of blood borne pathogens. Vermont's two U.S. Senators voted with majority Democrats to support changes to Senate rules aimed at what they call Republican abuse of filibusters.
