The Vermont Health Co-op is realigning its board of directors in hopes of winning state approval to sell health insurance as part of the federal health care reform process.
Last week founding board member Mitchell Fleischer stepped down.
Co-op CEO Christine Oliver says the changes are one part of a series of comprehensive steps being taken to address concerns identified by the state's top insurance regulator, who last month denied the co-op permission to sell insurance in the state.
The co-op hopes to start offering insurance under the federal Affordable Care Act on a new state exchange on Jan. 1, but Financial Regulation Commissioner Susan Donegan rejected their application.
