Lawmakers are racing to address the spending caps of Act 46, the state's new school district consolidation law. At the same time, school boards are finalizing their budgets and need to know what they're allowed to spend.

Gov. Shumlin wants to scrap the caps, but Representative Dave Sharpe, one of the architects of Act 46, says the caps are acting just as they should. We examine some of the options the Legislature is considering with Sharpe and Senator Ann Cummings.

Also in the program, an update on the Democratic presidential contest between Vermont Senator Bernie Sanders and former secretary of state Hillary Clinton.
