Vermont Health Connect, the state's health care exchange, has been expensive to build, frustrating to use, and a target of criticism ever since it went online in October 2013.
Now, a new report from the state auditor's office provides a comprehensive assessment of the problems that have plagued the exchange, the state's attempt to fix those problems, and the shortcomings that continue to put Vermont Health Connect at risk. We talk with Auditor Doug Hoffer and with Lisa Lambert, who managed the performance audit his office just released, about the uphill climb still facing the state's health care exchange as it tries to reach full functionality.
