Governor Peter Shumlin says heroin and opiate addiction in Vermont has become a major public health crisis and he outlined a plan to deal with the issue in his State-of-the-State address this afternoon.

Since demand for opiate treatment has long outstripped supply,  providers say that if policy makers want to make a difference, they need to make sure help is ready the moment addicts decide they are ready to ask for it.

Vermont Public Television says it is looking into a complaint filed against the station with the Corporation for Public Broadcasting concerning the board's compliance with open meeting laws.
